create a badge program that rewards random actions (in addition to level program that rewards use)

A website called http://www.thegameeffect.com is doing this already. They're basically called conquests, and can be earned by reaching a certain number of comment posts, game ratings, and more. GiantBomb has this as well and it's definitely an appreciated feature.

IF this worked liek the trophy/achievement system on consoles that could be cool. Gamerscore could directly translate into experience to level up on the site.

Yeah, I had an idea like this when a friend wrote that I should get the "way too much free time" award. Maybe there's some set of awards (like "useful commenter" or "distinguished blogging" or "meritorious commitment to PS3/X360") that people can nominate you for, and if you collect like 50 votes (one per user)for one of them, you can have a little medal or badge on your profile.
